Abstract: One of important roles of operators in the operation of nuclear power plants is to take suitable counteractions in an abnormal plant condition. It is important to share functional information of components between operator support systems and operators in a main control room equipping with a fourth generation control panel because functional information expresses the role of a component in a system and the information can be used to find an alternative measure in an abnormal plant condition. A technique to generate emergency counter-operation procedures based on Multilevel Flow Modeling MFMof a target system is introduced. The technique will be a promising technique to take counteractions resiliently. Its applicability is confirmed through case studies for a PWR plant to derive counter operation procedures in several accidental situations that counter procedures what are called accident managements (AMs) are prepared.
